Sun Shelf, Bench, Bump-Out, Bar Stools, Steps and Stairs: The Concrete You Pour Once

Short answer

Pick these before finish, tile or deck, because they are concrete and you pour them once. A sun shelf (tanning ledge, Baja shelf) is a shallow lounging platform; a bench is a seat cut into the wall; a bump-out is an alcove pushed OUT of the wall so the seat is added rather than carved from swim area; built-in bar stools are permanent pedestals set into the floor at a swim-up counter. TWO NUMBERS DECIDE ALL OF IT AND BOTH ARE PUBLISHED BADLY. On the shelf, builders quote LEDGE depth while furniture makers quote WATER depth, and water sits about three inches below the ledge, so a 12 in. ledge is 9 in. of water. That matters because 6 of the 10 in-pool furniture pieces we track cap at 9 inches of water. On built-in bar stools it is worse: Platinum Pools anchors the counter 6 in. above the COPING, Gettle Pools puts it 42 in. above the POOL FLOOR, and builders on Trouble Free Pool quote the seat 14 to 18 in. below the COUNTERTOP. Three datums, so the three specs cannot be combined, and Gettle own figures imply a 24 to 27 in. seat-to-counter drop against the 10 to 12 in. of an ordinary dry bar stool. There is no published standard. The fix for both features is the same: measure from the WATER SURFACE, the one datum you and your builder can both see, and write two numbers on the plan. Inches of water over the seat or shelf, and inches of counter above the water. THE ENTRY STEPS ARE THE SAME DECISION AND FAIL ONE LEVEL DEEPER. Stadium (full-width) steps span the shallow end and become tiered seating; corner steps tuck into a corner and give the water back. Run the published minimums across a 16 ft shallow end and stadium costs roughly 70-100 sq ft of pool against 12-15 for corner, five to eight times the water. But the dimensions themselves are unquotable: builder guidance citing ISPSC calls the foot-depth direction WIDTH and the along-the-wall direction LENGTH, while a county inspection checklist calls foot depth TREAD and along-the-wall WIDTH. Same two dimensions, opposite nouns. And three riser ceilings apply within twenty feet of each other - in-pool up to 12 in., public-pool deck steps 3.75-7.5 in., residential deck steps not exceeding 7.5 in., and ordinary building stairs at ~7 in. which is not a pool rule at all - so the homeowner quoting a seven-inch maximum at a builder is quoting the deck rule at a correct pool step. Fix both the same way: drop the nouns, write the direction, measure from the water.

Most pool guides start at the finish, the tile or the deck. Those are decisions about a shape that has already been settled — and the shape is where the seating lives. Sun shelf, bench, bump-out, built-in bar stools: every one of them is concrete, poured once, and permanent.

They also get decided fastest. A builder sketches a shelf and three stools on the plan, you say yes because the render looks like a resort, and a number gets written down that quietly determines whether the feature is usable for the next twenty years.

Scope, before anything else: this page is about IN-GROUND pools. Every feature here needs a poured or moulded shell to exist. An above-ground pool has a flat floor and a vinyl liner hung inside a steel or resin wall, so there is nothing to carve a bench into, nothing to push a bump-out out of, and no floor to anchor a stool to. Built-in bar stools and swim-up bars are in-ground only, and no bolt-on product fills that gap for above-ground either — the retrofit bar tops that exist mount to a deck or coping an above-ground pool does not have. If you are shopping above-ground, the decision that actually matters is the wall type — that’s above-ground pool types.

The six features, and what each one costs you

The problem all of these share: nobody agrees where to measure from

Two numbers decide whether any of this works. Both are published badly, and in the same way — the industry quotes them from datums that don’t match, so specs from two sources can’t be combined even when both are correct.

On the sun shelf: ledge depth is not water depth

Builders quote the LEDGE depth. Furniture makers quote the WATER depth. The water sits about three inches below the ledge.

Six of ten cap at 9 inches. Ledge Lounger and Floating Luxuries both handle deep shelves by selling a separate deep model rather than adapting the standard one, which tells you how the industry thinks about it: deep is a different product, not a setting.

On built-in bar stools: three specs, three datums, no standard

This one is worse, because you are pouring pedestals rather than buying a chair. Here is what the industry actually publishes:

Three different starting points, so you cannot combine them or check one against another. And they don’t reconcile: run Gettle’s own set and the seat-to-counter drop lands at 24 to 27 inches — roughly double the 14–18 that other builders quote, and more than double an ordinary bar stool. Those cannot all be describing a comfortable seat.

There is no published standard here. The most-cited spacing figure, about 24 inches between stool centres, comes from owners working it out on forums, not from a specification. Treat every number above as one builder’s house practice.

On the table: a fourth datum, and this one moves

Add a table to the seating and you add a fourth reference point — and the two builders who publish a tabletop height do not measure it from the same thing.

At first read that is the same mess as the bar stools. We think it is actually the one place in this whole family where the disagreement is principled, and the reason is worth the paragraph.

The coping does not move. The water does. Rain, a week of Florida evaporation, a backwash — your level swings a couple of inches in normal operation. For a seat that is nothing: you are buoyant, you shift, two inches of water over your thighs is not a design failure. For a tabletop it is the whole experience, because a table is a surface you reach across and set a full glass on. Set it three inches above the June water line and a dry fortnight leaves it five inches up and awkward; a heavy rain brings the water to the rim.

So the two specs are each right about a different object. Spec the seat from the water, because that is what your body feels. Spec the table from the coping, because that is the only fixed thing near it. That is the one exception to this page’s own rule, and it exists because the table is the only part of this you interact with using your hands instead of your body.

One more builder figure, and it is house practice rather than a standard: about 18 inches between the pool wall and a built-in table, to leave room to get behind the seats.

On entry steps: two sources, opposite nouns

This one is worse than a datum mismatch, because the two sources agree on where to measure from and disagree on what the words mean.

Read that twice. The builder source’s “length” and the county form’s “width” are the same dimension. The builder source’s “width” is the county form’s “tread.”

So one bid saying 24-inch width and another saying 24-inch width can describe two dimensions at ninety degrees to each other. Nobody is lying — the industry never settled the vocabulary, and neither source flags that a competing convention exists. On the shelf the argument is at least about one word measured from two places. Here the words themselves are swapped, which is harder to catch.

The table is the part to be unsure about

The seating area works perfectly well without a table. That is the version most people should build first, and the reasoning is the same one this page already applies to bar stools.

Without a table you get the gathering spot for the cost of the seats. Nothing obstructs the swim lane, nothing collects leaves in the middle of your pool, and the area stays usable as plain swim space on the days nobody is sitting in it.

With a table you get a genuine destination — somewhere to put food and drinks, and a shape that tells people this is where you sit. You also get a permanent lump of concrete in the middle of your pool. It takes floor area the seats have already taken, it is in the way of anyone swimming across, and it is the single most regrettable thing on this page if the seating turns out to get used twice a year.

The split is the same as the bar: the surface is usually the addable half, the seating is the permanent half. If the table is a maybe, pour the seats and leave it out. A floating or edge-mounted table can arrive later; poured concrete in the middle of the shallow end cannot leave.

Why the seats fail the same way: water over the seat

The through-line is buoyancy. Water above a sitting surface unweights whatever is on it — a plastic chaise on a tanning ledge, or you on a bar stool.

On the shelf, 9 inches is enough to float most in-pool furniture. On a stool, Gettle works to about 12 inches of water above the seat, and “people slide off the stools” is a common enough complaint to be a design consideration rather than bad luck. A person is denser than a chaise, but not by as much as you’d like once you’re seated and still.

So the number to argue about is inches of water over the seating surface, on both features. It is also the number the published specs bury inside a ledge height or a counter height.

Stadium steps or corner steps

Both are poured concrete and both close at gunite, so this belongs on the same page as the shelf and the bench.

A note on the word, since this guide is about exactly this problem. Steps and stairs are the same feature. Builders and the codes mostly say steps, homeowners and search engines mostly say stairs, and some bids say entry. Nothing turns on which word appears — unlike width and length below, where everything does.

Stadium steps — full-width, linear, sometimes called bleacher steps. Typically three, spanning the entire width of the shallow end. Once they are that wide they stop being stairs and become furniture: tiered seating, a shallow play shelf for small children, a rest ledge mid-swim. On a pool shallow throughout, no deeper than about three and a half feet, they can run its whole 30–40 ft length.

Corner steps — a round, square or rectangular “wedding cake” tucked into one corner, handing the rest of the shallow end back to swimming. The standard pick on a smaller pool, and the only one that preserves a lap lane.

What the shape costs you in water

Arithmetic from published minimums, not a quoted figure. Take a 16 ft shallow end and the typical three steps, each with a tread in the 18–24 in. range — comfortably above the 10 in. minimum and in the normal built range. The stair then occupies 4.5–6 ft of pool length across the full 16 ft:

  • Stadium: about 70–100 sq ft of pool.
  • Corner (three steps, roughly 5 ft on each leg): about 12–15 sq ft.

Five to eight times the water. On a small pool that is the difference between a pool you swim in and one you stand in, and it is why owner reports on Trouble Free Pool and r/pools split on the same axis every time: corner for swim space and a lap lane, full-width for seating and somewhere for the kids to sit.

Three riser limits apply within twenty feet

The numbers in circulation are all real. They govern different steps.

The common failure is a homeowner reading “seven-inch maximum” off a stair chart and taking it to a builder to complain about a correct ten-inch pool riser. That is the deck rule, or the building rule, applied to the pool.

And on uniformity the sources flatly disagree. Builder guidance says every riser must match within a one-inch variance, and the reasoning is sound: you enter the water extending a leg to a surface you cannot see well, and a riser that is not where your body predicts is exactly how people fall. ISPSC as publicly indexed says something else — “The bottom riser height shall be any dimension not exceeding 12 inches. The top and bottom riser heights shall not be required to be equal to each other.” Both are in circulation and they are not the same rule.

Our read: specify uniform risers, because the safety argument stands regardless of what the legal minimum tolerates. But do not let a builder claim uniformity is legally required if your inspector is reading the code text, and do not let one wave through an odd riser because the code permits it. Pull your own jurisdiction’s adopted language — only that binds your build.

Undershoot the maximum

Twelve inches is a ceiling, not a target — a tall step to take blind, in water, with buoyancy working against your footing. Builder guidance recommends 8–10 in. generally and 6–8 in. where children, seniors or anyone with mobility limits will use the pool regularly, with extra-wide treads. Choose for who uses the pool across twenty years, not this summer: the two groups most helped by a shallow riser are small children and older adults, and a pool outlasts both conditions. A shallow top step is also what lets a dog get itself out.

The hybrids that get you both

This is where entry stops being a separate decision from seating, which is the argument for having all of it on one page:

  • The extended second step. Instead of ending where the stair ends, the second step continues along the wall for another four or five feet at about 18 in. deep — bench depth, the same number as the bench two tables up. It can run in both directions for two benches, or the full length of the pool.
  • The top step as the sun shelf. Make the first step oversized and it does double duty. A genuine saving rather than a compromise, because you no longer dedicate separate square footage to a ledge — and the 9-inch water rule above still governs what furniture will sit on it. Ask for an umbrella-pole sleeve while the shell is being formed.
  • The beach-entry hybrid. A few feet of slope plus one or two steps, instead of the 15–20 ft a full zero entry needs.

The fix: spec from the water surface

The water surface is the one datum you and your builder can both see, point at, and check with a tape measure on site. Coping heights vary, floors slope, and “counter height” means nothing without saying from what.

Write two numbers on the plan for every seating feature:

  1. Inches of water over the seat or shelf.
  2. Inches of counter above the water surface.

For a swim-up bar, put it in the shallow end. Platinum Pools sites bars in 30–42 inches of water, and the reason is cost as much as comfort: in deeper water the builder has to pour a raised platform to stand the stools on so they reach the counter, which is more shell, more excavation and more finish. Bluehaven makes the same point. A bar in the deep end is not just harder to sit at, it’s a bigger bill.

For the steps, the fix is the same idea aimed at the other failure: stop using the nouns. Do not write “24-inch width” and expect it to survive the trip to the steel crew. Write the direction in plain language:

Five lines, no ambiguous nouns, every number attached to a direction. Hand that to two builders and you get two bids you can actually compare, which is not the default outcome.

Whose advice you’re getting matters here

  • A fiberglass manufacturer’s answer is bounded by its moulds. River Pools recommends a 9–12 inch ledge and says plainly it builds nothing deeper — good advice that also describes its own range. It usefully warns that other fiberglass makers go to 18 inches.
  • A concrete builder will pour whatever you ask for. That freedom is exactly why the numbers have to come from you.
  • Every bar-stool spec above is a builder marketing page, not a standard. They are worth reading and worth naming, which is why we’ve named them, but none of them is an authority you can hold anyone to.

Your pool type has already decided some of this

Before any of it, the pool type sets the menu:

  • Concrete/gunite — any feature, any dimension, including poured bar stools. Everything is negotiable, which means every number is your responsibility.
  • Fiberglass — you get the features moulded into the shell you pick, at the depths that shell was made with. Built-in bar stools generally are not on the menu. Ask for exact ledge and bench dimensions in inches before you sign.
  • Vinyl-liner — benches and bump-outs add wall-panel complexity and seams, and every added corner is another place the liner has to be fitted around. Bolt-in bar tops that mount through standard ladder anchors are the usual route here.

There’s also a maintenance consequence nobody raises at design time: a shelf is shallow, warm and bright, which is exactly where algae and scale start, and most robots won’t climb onto one or navigate around stool pedestals. The one thing here you can add later

Everything on this page is poured — except the bar counter.

Global Pool Products’ 3-Seat Bar Top is 4 by 6 feet, 42 inches tall, and it “hangs Over the Edge of the pool using standard ladder holes or new mounts can be added to any pool deck.” Salt-water approved, bolts together. That’s a genuine retrofit — on an in-ground pool. It needs ladder anchors or a deck to mount to, which is exactly what an above-ground wall does not give it.

The stools are the permanent half. Built-in pedestals are shell work: designed in, poured, finished with the rest of the pool, and impossible to remove without breaking concrete. So the split is:

  • Bar surface, and a seating-area table — usually addable later.
  • Built-in stools, and the seats themselves — decide now or never.

If the swim-up bar is a maybe, skip the poured stools on version one. Two to six stools is the normal residential range, per Splash Pools, and fewer than you think is usually right: each one is permanent, each takes floor area out of the pool, and a stool nobody sits on is concrete you can’t undo.

What we’d actually build

  • Small pool or narrow yard: a bench, or a bump-out if you can afford the shell. A sun shelf eats swim area you can’t spare.
  • Young kids or dogs: the sun shelf, at 12 inches of ledge and not an inch more.
  • Chasing the resort look: shelf plus bench. It’s what most builders steer you to, and it’s a reasonable steer.
  • Swim-up bar on the wish list: put it in the shallow end, keep the stool count low, and seriously consider a bolt-in counter on version one instead of poured pedestals.
  • The entry, on a small pool: corner steps. Stadium steps across a 16 ft shallow end cost five to eight times the water, and a small pool cannot spare it.
  • The entry, with young children or a wide shallow end: stadium steps, at a 10-inch riser rather than the 12 the code allows — then make the top step oversized and let it be the sun shelf, so you buy the ledge and the entry with the same concrete.

Whatever you choose, put the water depth on the plan next to every other dimension. It’s the number your furniture is sold in, the number that decides whether you stay on the stool, and the one nobody writes on a drawing. And on the steps, write the direction beside every number, because the one word you use will not mean the same thing to the next builder who reads it.

How high should built-in swim-up bar stools be?

There is no published standard, and that is the honest answer nobody gives. The three specs you will find in circulation are measured from three different starting points, so they cannot be combined or checked against each other. Platinum Pools says the countertop should sit 6 inches above the pool coping to give knee room. Gettle Pools says the counter should be 42 inches from the pool floor, with the seat 15 to 18 inches underwater and about 12 inches of water above the seat. Builders quoted on Trouble Free Pool work from the countertop down, putting the seat roughly 14 to 18 inches below it. Coping, floor, countertop: three datums. Run Gettle numbers and the seat-to-counter drop comes out at 24 to 27 inches, against the 10 to 12 inches of an ordinary dry bar stool and the 14 to 18 inches other builders quote. Those cannot all be right. Specify from the water surface instead, because it is the only datum you and your builder can both see and measure on site.

How deep should the water be at a swim-up bar?

Between roughly 30 and 42 inches, which is shallow-end water, and where you put the bar has a direct cost consequence. Platinum Pools puts swim-up bars and in-pool tables in 30 to 42 inches of water. The reason to keep it shallow is structural rather than aesthetic: the stool seat has to come up high enough to reach the counter, so in deeper water the builder has to pour a raised platform to stand the stools on, which is additional shell, additional excavation and additional finish area. Bluehaven makes the same point, noting that a shallow area is ideal because it avoids the cost of building a platform to elevate stool height. So a swim-up bar sited in the deep end is not just less comfortable, it is meaningfully more expensive to build. Put it in the shallow end and the geometry does most of the work for you.

Why do people slide off swim-up bar stools?

Buoyancy, and it is the same physics that floats furniture off a sun shelf. Water over the seating surface unweights you, so the more water sits above the seat, the less of your body weight is actually holding you onto it. That is why published seat heights vary so much and why the complaint is common enough to be a design consideration rather than a fluke. Gettle Pools works to about 12 inches of water above the seat. For comparison, on a tanning ledge just 9 inches of water is enough to float most in-pool furniture, and a person is denser than a plastic chaise but not by as much as you would hope once seated and still. The practical consequence is that water depth over the seat is the number to argue about, not the stool height in isolation, and it is the one number the published specs bury.

How many built-in bar stools should I have, and how far apart?

Two to six is the normal range for a residential pool, and spacing is another place where no standard exists. Splash Pools puts the typical count between 2 and 6 depending on pool size and design, with the stools permanently affixed to the pool floor. On spacing, the most-cited homeowner figure is around 24 inches between stool centres, but that comes from owners working it out on forums rather than from any published specification. Fewer stools than you think is usually the right call, because each one is permanent, each one takes floor area out of the pool, and a stool nobody sits on is poured concrete you cannot remove.

Can you add a swim-up bar to an existing pool?

The counter often yes, the stools almost never. This is the one place on this list where a retrofit exists, and it is worth knowing before you spend shell money. Global Pool Products sells a 3-seat bar top with an overall size of 4 by 6 feet and 42 inches tall that hangs over the edge of the pool using standard ladder holes, or on new mounts added to the deck, and it is salt water approved. That is a bolt-in product. What you cannot retrofit is the submerged seating: built-in bar stools are poured pedestals or set anchors that are part of the shell and have to be designed in from the start. So if a swim-up bar is a maybe rather than a must, skip the poured stools on version one, keep the shell money, and add a bolt-in bar top later if you find you actually want it.

How deep should a sun shelf or tanning ledge be?

Between 9 and 12 inches of LEDGE, which gives you roughly 6 to 9 inches of water, and the distinction between those two numbers is the whole answer. Water in a tanning ledge sits about three inches below the ledge itself, so a 9 inch ledge holds about 6 inches of water and a 12 inch ledge holds about 9. River Pools recommends the 9 to 12 inch ledge range and caps its own manufactured ledges at 12 inches. The reason to stay in that band is furniture: of the ten in-pool pieces we track with published water ratings, six cap out at 9 inches of water. Go to an 18 inch ledge and you have 15 inches of water, which excludes almost every standard in-pool lounger and chair and leaves you shopping a much narrower set that needs risers or ballast weights to stay put.

What is the difference between a sun shelf, a tanning ledge, and a Baja shelf?

Nothing. They are three names for the same feature, and you will also see it called a tanning shelf or a Baja bench. It is a shallow platform inside or beside the main pool, typically holding somewhere between 6 and 15 inches of water, meant for lounging rather than swimming. The names vary by region and by builder rather than by anything structural. Because the terms are interchangeable, a quote saying Baja shelf and a quote saying tanning ledge are quoting the same thing, and the only number that separates them is the depth. Ask every bidder for the ledge depth in inches and the resulting water depth in inches.

What is a pool bump-out?

A bump-out is an alcove pushed outward from the pool wall, so the seating sits in an added pocket rather than being carved out of the swimming area. Builders also call it a bump-out bench or an extended bench. The point of it is geometry: a bench cut into a straight wall narrows the pool at that spot, while a bump-out keeps the swim lane intact and adds the seat outside the original outline. That makes it the right answer on a narrow pool or a lap-oriented layout where losing a few feet of width matters. It costs more than a plain bench because it adds shell, excavation and finish area, and because it complicates the wall geometry.

Stadium steps or corner steps — which should I choose?

Decide it on what you are giving up, because the space cost is the only part of this that is not taste. Stadium steps, also called full-width or linear, run the whole width of the shallow end and stop functioning as stairs: they become tiered seating, a shallow play zone for small children, and a rest ledge for tired swimmers. Families with young children rarely regret them. But they eat the shallow end. Corner steps tuck into one corner and hand that water back, which is why they are the pick on a smaller pool, on any pool someone wants to swim lengths in, and on any pool whose shallow end is already doing a job. Run the published minimums across a 16 ft shallow end and three stadium steps occupy roughly 70 to 100 square feet of pool against roughly 12 to 15 for a corner set — five to eight times the water. If the pool is small, choose corner. If it is for lounging and small children and you have width to spare, choose stadium. If you want both, use the extended second step or make the top step double as the sun shelf.

Why do two builders quote a 24-inch step and mean different things?

Because the two most-cited sources use the words width and length for opposite directions, and neither flags that it is doing so. Blue Haven, presenting ISPSC figures, defines width as how far the step extends out from the side of the pool — the foot-depth direction — and length as how far it runs along the pool wall. A county inspection checklist uses ordinary stair vocabulary instead: tread for foot depth, width for along-the-wall. So the builder source's length at least 24 inches and the county form's width 24 inches minimum are the same requirement wearing opposite nouns, and the builder source's width is the county form's tread. Two bids can both say 24 inches and describe dimensions at ninety degrees to each other. This is the same failure that makes tanning-ledge depths incomparable, one level worse: on the shelf the argument is about one word measured from two places, and here the words themselves are swapped.

What is the maximum riser height for pool steps?

Ask which steps, because at least three limits apply within twenty feet of each other. Inside the pool, ISPSC as publicly indexed caps the bottom riser at 12 inches. The deck steps that get you down to the pool deck are far tighter: 3-3/4 to 7-1/2 inches for a public pool deck, and not exceeding 7-1/2 inches for residential pool and spa decks. Ordinary building stairs elsewhere on the property run to their own numbers again, which is where the very common seven-inch riser and ten-inch tread figure comes from — and that figure is not the in-pool rule. A homeowner quoting it at a builder over a ten-inch pool riser is quoting the wrong standard at a correct step. Separately, do not treat 12 inches as a target: 8 to 10 inches is the general recommendation and 6 to 8 where children, seniors or anyone with mobility limits will use the pool regularly.

Do all the pool step risers have to be the same height?

The sources contradict each other outright, which is worth knowing before you argue with anyone. Builder guidance says riser height must match on every step within a one-inch variance, and the reasoning is good: you enter the water extending a leg toward a surface you cannot see well, and a riser that is not where your body predicts is exactly how people fall. ISPSC as publicly indexed says the top and bottom riser heights are not required to be equal to each other. Both statements are in circulation and they cannot both describe the same rule. Our position is that the safety argument for uniformity stands on its own regardless of what the minimum legal standard permits, so specify uniform risers even where the code would tolerate an odd one. But do not let a builder tell you uniformity is legally required if your inspector is working from the code text, and do not let one wave through an odd riser because the code allows it. Get your own jurisdiction's adopted language, because that is the only version that binds your build.
